Binding Open Season for May 2020 Short Term Firm Export Service Offering

TransGas Limited (TransGas) hereby announces a Binding Open Season for Short Term Firm Export Transport Service for the TransGas Energy Pool (TEP) to TransCanada Pipelines (TCPL) at Empress. This Binding Open Season is being conducted pursuant to the terms and conditions contained within the TransGas Comprehensive Tariff and the terms and conditions set out herein.   

The cost for this service is the E11.1, E11.2 or E21.2 Short Term Firm Export toll; current TransGas rates are subject to change. New Short Term Firm Export service will be an E11.1 service. If a customer wishes to convert existing D11.0 or D21.0 delivery demand to export demand it will be an E11.2 or E21.2 service respectively. Customers will indicate their desired minimum and maximum volume and applicable service type for the requested service.

Additional terms governing this service include:

  • Bids by entities or their affiliates cannot exceed the available transportation capacity for the available term. 
  • Bid durations must match the available term length. 
  • Queue deposit is not required. 

The requests received will be evaluated and awarded based on the following: 

  • TransGas will evaluate the Binding Open Season Bids until such time as the availability left in the Open Season has been awarded. If, at any point in time during the evaluation process, circumstances are such that a customer’s minimum requested capacity exceeds the available quantity, no further evaluation will be made to the submitted Bid Form.
  • If oversubscribed, Bids will be allocated on a prorated basis.

Interested customers are invited to complete the Request for Service by 12:00 p.m. Saskatchewan time, April 28, 2020. 

Immediately following the close of the Binding Open Season, TransGas will evaluate the Bid Forms received, allocate the service quantities and contact interested parties regarding the amount of service allocated to them through the Binding Open Season. TransGas will then enter the Request for Service contracts into the TransGas Business System, QPTM.

REVISED EXPORT PROCESS FOR 2020 
 
In September of 2019, TransGas Customer Dialogue members asked TransGas to review the Firm Export Service offering process. From October 2019 to January 2020, TransGas worked with Customer Dialogue to refine the method for offering Firm Export Service throughout the year. A description of how export will be offered in 2020 going forward is outlined below: 

1. Short Term Firm Seasonal Export 

A Short Term Firm Seasonal Export was offered in early February for export from April 1 to October 31, 2020. This closed on February 20, 2020. 

2. Binding Open Season For Base Monthly 2020 Short Term Firm Export Offering

Independent base monthly amounts for April through October were offered through a Binding Open Season on February 27, 2020. This closed on March 10, 2020. Each month had a different transport volume available.

3. First Come First Serve for Base Monthly 2020 Short Term Firm Export Offering

Any unallocated amounts from the independent base monthly open season are available on a first come, first serve basis for any time frame in the available months. These requests can be for a minimum of one day, a few days, a few weeks or multiple months where unallocated capacity remains. Requests may also overlap months (i.e. End of August to mid-September). Once a near month offering is open (explained in 4 below), the first come first serve will be closed for that month. First come first serve will continue to be available for future months offered in the independent base monthly offer. As this is the Binding Open Season for May 2020, first come first serve offerings are now only available from June 1, 2020 to October 31, 2020. 

Contacting your Key Account Manager (KAM) prior to entering the RFS is recommended to confirm the amount of export capacity available during the time period for the request. If interested in this service, customers must submit an RFS (to time stamp the submission) to fairly award the service on a first come first serve basis. 

4. Binding Open Season for Near Month Short Term Firm Export Offering

Monthly amounts will then be offered on a near month basis (i.e. this Binding Open Season for May 2020). TransGas will move any unallocated near month amounts to be available on a first come, first serve basis for a maximum of up to the next five days aligning with the export nomination deadlines. 

5. Daily Export Service Offering

Lastly, daily IT Export will continue to be offered in the same manner as the previous year.
