Binding Open Season for Base Monthly 2021 Short Term Firm Export Service Offering

Open Season Closes March 11, 2021

TransGas Limited (TransGas) hereby announces a Binding Open Season for Short Term Firm Monthly Export Transport service for the TransGas Energy Pool (TEP) to Empress. This Binding Open Season is being conducted pursuant to the terms and conditions contained within the TransGas Comprehensive Tariff and the terms and conditions set out herein. 

The cost for this service is the E11.1, E11.2 or E21.2 Short Term Firm Export toll; current TransGas rates are subject to change. New Short Term Firm Export service will be an E11.1 service. If a customer wishes to convert existing D11.0 or D21.0 delivery demand to export service it will be an E11.2 or E21.2 service respectively. Customers will indicate on the bid form their desired minimum and maximum volume and applicable service type for the requested service.  

The available capacities for Short Term Firm Export service offered on a monthly basis from April 1, 2021 to October 31, 2021 at Empress are as follows:

Each individual month is treated as a monthly open season, with proration occurring only if the individual month is over-subscribed.   

Additional terms governing this service include:

  • Bids by entities or their affiliates cannot exceed the available transportation capacity for the indicated term. One term or greater than one term can be bid on.
  • Bid durations must match the available term length.
  • Queue deposit is not required.

The requests received will be evaluated and awarded based on the following:

  • TransGas will evaluate the Binding Open Season Bid Forms until such time as the availability left in the Open Season has been awarded. If, at any point in time during the evaluation process, circumstances are such that a Customer’s minimum requested capacity exceeds the available quantity, no further evaluation will be made to the submitted Bid Form. 
  • If any month term is oversubscribed, bids will be allocated on a prorated basis for that month.

Interested Customers are invited to complete the Bid Form and return it to TransGas via email by March 11, 2021 at 4:00 p.m. Saskatchewan time.

Immediately following the close of the Binding Open Season, TransGas will evaluate the Bid Forms received, allocate the service quantities and contact interested parties regarding the amount of service allocated to them through the Binding Open Season. TransGas will then enter the Request for Service (RFS) and award the contract within MyTransGas.

SUMMER EXPORT PROCESS 

A description of how export will be offered in 2021 going forward is outlined below:

  1. Short Term Firm Seasonal Export
    A Short Term Firm Seasonal Export was offered in early February for export from April 1 to October 31, 2021. This closed on February 18, 2021.
     
  2. Binding Open Season For Base Monthly 2021 Short Term Firm Export Offering:
    With the Seasonal Offering closed, independent base monthly amounts for April through October are being offered through this Binding Open Season. There are different transport volumes available for each month. This Binding Open Season closes on March 11, 2021.  
     
  3. First Come, First Served for Base Monthly 2021 Short Term Firm Export Offering:
    When the Binding Open Season for Base Monthly Short Term Firm Export offerings closes on March 11, 2021, any unallocated amounts will be available on a first come, first served basis for any time frame in the available months. These requests can be for a minimum of 1 day, a few days, a few weeks or multiple months where unallocated capacity remains. Requests may also overlap months (i.e. End of August to mid-September).  

    Contacting your Key Account Manager (KAM) prior to entering the RFS is recommended to confirm the amount of export capacity available during the time period for the request. If interested in this service, customers must submit an RFS (to time stamp the submission) to fairly award the service on a first come first served basis.   
     
  4. Binding Open Season for Near Month Short Term Firm Export Offering:
    Monthly amounts will then be offered on a near month basis. Once a near month offering is open, the first come first served will be closed for that month. First come, first served will continue to be available for future months offered in the previous independent base monthly offer. TransGas will move any unallocated near month amounts to be available on a first come, first served basis for a maximum of up to the next 5 days aligning with the export nomination deadlines.
     
  5. Daily Export Service Offering:
    Lastly, daily interruptible Export capacity will continue to be offered on a best efforts basis.
