Binding & Non-Binding Open Season Request Window Closes October 21, 2025, 4:00 p.m.
TransGas Limited (TransGas) hereby announces a Binding Open Season for the NW-1, NW-2, NW-3, NW-4, NW-5 and NE-1 Zones for Saskatchewan Delivery Service. TransGas has seen an increase in requests for Transmission Delivery Service and has identified potential capacity constraints in these areas going forward. This is relevant for all meters within the service zones shown on the TransGas map in Appendix A. A list of active TransGas meters in the Open Season area can also be found in Appendix B.
This Binding Open Season is being offered to obtain commitments from both existing and new customers for firm delivery service in the Open Season area tied to existing available capacity of up to 30,000 GJ/day at existing / new meter locations. Existing capacity varies depending on the hydraulics of the specific locations. Certain locations may have zero incremental capacity based on the pipeline hydraulics of the system. Existing capacity is available as soon as November 1, 2025.
Furthermore, should TransGas be unable to satisfy all the requests for incremental delivery capacity using existing capacity, an expansion will be required and considered in the future. TransGas has identified several projects that could be constructed to increase area capacity. The timing and available capacity of the TransGas expansion will be determined based on the responses provided through the Non-Binding Open Season for expansion capacity. A Binding Open Season for future expansion capacity will be circulated after the completion of the engineering analysis using the responses from the Non-Binding Open Season. TransGas will only construct major system expansion infrastructure on firm contract commitments by customers, and the final decision to move forward with any additional capacity expansion(s) will not be made based on the results of the Non-Binding Open Season.
Please note, TransGas will not be processing any Requests for Service (RFS) for incremental Firm Transportation capacity within the Open Season Area (Appendix A) until after this Binding/Non-Binding Open Season has closed. Any remaining available Firm transportation capacity as well as short-term, non-renewable Firm capacity will be awarded on a first come, first serve basis after the close of this Binding/Non-Binding Binding Open Season until otherwise stated.
This offer is being conducted pursuant to the terms and conditions contained within the TransGas Tariff and the terms and conditions set out herein. In the event of a conflict between this Binding/Non-Binding Open Season offering and the TransGas Tariff, the provisions of this Binding/Non-Binding Open Season offering shall prevail.
Binding Open Season Process:
1) Request for Existing Firm Delivery Service Form
Each customer participating in the Existing Capacity Binding Open Season that wishes to commit to Firm Delivery service must complete and return the Request Form - Binding Open Season: Future Expansion Capacity Delivery Service NW-1, NW-2, NW-3, NW-4, NW-5 & NE-1 Zones. A form should be submitted for each location where delivery service is being requested. This form shall specify the following, as required therein:
- Requested Firm Delivery Transportation service term – minimum one-year term
- TransGas meter code (existing customer), or land location (new customer)
- Requested incremental or new gas delivery demand (up to a maximum of 30,000 GJ per day. Available capacity will vary depending on the location).
- Requested delivery pressure (psig/kPa).
- Requested effective date (no earlier than November 1, 2025).
Customers should consider the following in their response:
- The minimum contractual commitment required to qualify for this Existing Capacity Binding Open Season is a one-year term for Delivery Transportation service, however any available capacity will be awarded with a prioritization determined on the basis of term-length (i.e. longest term will be awarded first).
- Customer to specify a date as early as November 1, 2025.
- Requests are irrevocable and immediately binding on the Customer upon the close of this Binding Open Season.
- TransGas does not guarantee it will, nor is it obligated to, satisfy all requests for new or additional Firm capacity, or that requested capacity will align with the requested start date(s).
- Should the request be associated with a new Point of Delivery, or should existing customer-specific facilities at an established Point of Delivery (i.e. metering & regulator station assets) be incapable of meeting the requested delivery capacity, the TransGas System Design & Planning team will initiate the development of an estimate for what facility upgrades may be required, as well as the associated costs and delivery timelines. Additional conditions will be required on the Delivery Transportation service contract related to in-service date of the customer specific facility upgrades, tied to a Construction Schedule of Service (SOS).
- In accordance with item v) as noted above, if service is requested for a new location that does not currently receive gas delivery service (i.e. new land location in lieu of existing meter code), TransGas will be in contact to discuss options for new future customer specific facilities. In addition, if this is an existing facility, TransGas will assess and determine if additional, or modifications to existing, customer specific facilities will be required to meet Customers’ needs. If applicable, TransGas will contact Customers to start discussions for Customer-specific facility estimates for both situations by November 13, 2025. Upon development of the estimate, TransGas will present the Customer with a Construction Schedule of Service (CSOS) outlining the deliverables and cost estimates associated with the required Customer-specific facilities. Final awarding of the capacity will be contingent on securing a CSOS agreement between TransGas and the customer.
- Existing capacity will be placed in-service with an effective date as early as November 1, 2025. Future dated in-service dates that require customer specific facilities may be delayed due to several reasons including but not limited to: regulatory approval delays; construction delays (interconnecting pipeline or TransGas Expansion Facilities); events of Force Majeure; delays to facility in-service dates; or other delays outside of TransGas’ reasonable control.
- Customers should consider their Saskatchewan and Alberta gas supply and transportation requirements and ensure they have sufficient commodity contracts with associated receipt capacity to meet their future needs. In these situations, TransGas will need to secure transportation with interconnecting pipelines.
2) Assessment and Service Offering
Following the close of the Binding Open Season, TransGas will review the request forms received and assess the existing available delivery service quantity allocations, as well as the timelines required to install any required customer specific facilities.
Expansion Capacity Binding Open Season requests will be considered as official Firm Delivery Transportation service requests. All responses to this Binding Open Season will receive the same priority in accordance with the terms hereof. Submissions received after October 21, at 4:00 pm will not be evaluated with this Binding Open Season process. Any associated demand requests received past the deadline will be assessed on a first come first serve (FCFS) basis after all Binding Open Season responses have been fulfilled.
The requests received will be evaluated and awarded based on the following:
- Minimum one-year term, however capacity will be awarded based on contract term length. Longer contract terms will be given priority in the evaluation process. Once awarded, the requested term length will be applied to the full transportation contract at that meter. For example, if a customer has 5,000 GJ/d in existing contracts and requests an additional 2,000 GJ/d for five years, once awarded the full 7,000 GJ/d contracted at that meter will be for a five-year term.
- The earliest effective date of November 1, 2025, or a later specified date of choice, no later than November 1, 2028.
- If a Customer’s request for capacity cannot be fully satisfied, and the volume offered is less than their minimum request, the allocation will be zero.
- Customers shall be obligated to accept volume awards equal to or greater than their minimum requested capacity, and equal to or less than their maximum requested capacity, as indicated on their Request Form.
- Earlier start dates of equivalent term length will be given higher priority. Same start dates and terms may be prorated depending on the amount of capacity available.
- Queue deposit will be waived.
TransGas shall notify interested parties by October 28, 2025, regarding the amount of service allocated for existing capacity pursuant to their response to this Open Season, if any. TransGas will enter the successful delivery transportation contract into the TransGas Electronic Business System (MyTransGas) on the customers’ behalf.
Non-Binding Open Season Process:
For Customers who have projects that are planned but are not prepared to make a commitment to Firm Delivery Transportation Service on existing capacity, TransGas is holding a Non-Binding Open Season. This Non-Binding Open Season is intended to provide an indication of how much future capacity may be required to meet customer demand for current and future projects that are projected to be placed in-service between November 1, 2026 and November 1, 2032. This information will be used to size facility expansions required to meet incremental demand. A Binding Open Season for expansion capacity will follow. Customers who provide a response to this Non-Binding Open Season will establish a priority position in future Binding Open Seasons for expansion capacity in these areas. Each customer participating in the Non- Binding Open Season must complete and return the Request Form - Non-Binding Open Season: Future Expansion Capacity Delivery Service NW-1, NW-2, NW3, NW4, NW5 & NE1 Zones. This form shall specify the following, as required therein:
- Peak capacity requested in GJ/d.
- Existing meter code# or land location of future gas delivery (include an entry for all individual projects). If the exact location is unknown, please provide an approximate delivery location.
- Anticipated minimum delivery pressure requirements.
- Requested effective date of a future dated transportation delivery contract between November 1, 2026 and November 1, 2032
Once the interests of existing and future potential customers have been determined, TransGas will assess the transmission system and determine if additional facilities will be required to meet customers’ needs. This may also result in TransGas issuing a Binding Open Season in the future, if deemed required, for the area outlined in this Non-Binding Open Season.

TransGas will acknowledge the successful receipt of your Request Form(s).
